The Copa America tournament rules are slightly different from the regulations used at a major football competition organised by FIFA and UEFA like the World Cups and the European Championships. The Copa America is organised by CONMEBOL which is the South American organisation that governs the football for that region of the world.
Group Stage differences
The Group Stage at the Copa America competition shows the most differences in comparison to a Word Cup or an European Championship tournament. There are only three groups each built by four teams. All teams play once against each other and the first two teams of the group qualify for the knock-out round.
Due to the fact that there are only three groups the knock out round would have only 6 teams left. In addition to the FIFA and UEFA organised tournaments the two best placed teams of all teams playing in the group phase also qualify for the next round completing the 8 positions offered by the second stage of the competition.
So if you wondered why Chile and Uruguay are still left in the 2007 Copa America tournament you have to explanation above. After the comparison made between the third-placed teams of each group resulted that Chile and Uruguay have also qualified.
So basically the Group Stage eliminates only four teams out of 12 which started the competition hosted by Venezuela.
Another minor difference that could prove itself very important is that the last games of the final group Match-day are played as the rest at different time intervals while at the World Cup or at the European Championship the third Match-day games are played at the same time in order to avoid situations when one or the other team is advantaged of knowing the result in advance.
